By tradition, in early September, the Head of State addressed the people of Kazakhstan at a joint meeting of the chambers of Parliament, the Cabinet of Ministers, and heads of regions of other government agencies.
The President began his speech by stating the fact of the advent of a new world order, which is characterized by challenges affecting all spheres of human activity as a whole. And these challenges are mostly negative. Contradictions between states, an increase in the number of military conflicts, an increase in nationalist tendencies, disregard for international law, aggravation of environmental problems, undermining the foundations of national cultures and traditions, and the use of artificial intelligence to create weapons.
K.- J. Tokayev defines his main mission as "to ensure stable socio - economic development and security of Kazakhstan in this turbulent, dangerous time." And the most important thing to achieve this goal is the diligence and hard work of every citizen of Kazakhstan. The steps taken by the country's leadership in various fields in recent years are gradually changing the mentality and consciousness of citizens in a positive way. It is necessary to pay close attention to the problem of artificial intelligence. That is why the President set a specific task to turn "Kazakhstan into a full - fledged digital country within three years." To do this, it is necessary to restructure the work of almost all public administration structures.
The President stressed that while reviewing the investment policy, it is necessary to direct them to the high - tech and manufacturing industries. "An important step in this direction will be the adoption of a law on banks that takes into account technological changes and the needs of the economy." The head of the country focused on the problem of the development of electronic money: digital tenge and crypto assets. Cybersecurity requires special attention. "If necessary, adjustments should be made to the legislation and practice of law enforcement agencies."
Speaking about the Alatau City project, the Head of State spoke about the role of this city, its special status, as well as agreements with world - class companies to invest in its formation and development. "Alatau City should become the first fully digital city in the region, from the use of Smart City technologies to the possibility of paying for goods and services with cryptocurrencies."
The President further pointed out the need to increase the pace of economic diversification and make this process systematic. "The priority is the production of highly processed products that are competitive in the domestic and international markets."
The acute problem of electricity shortage requires planning the construction of the second and third nuclear power plants. Agreements have been reached on the involvement of relevant specialists from China in this matter.
The agro - industrial complex of Kazakhstan should become a full - cycle production from the cultivation of agricultural products to its deep processing. "Currently, a number of large projects on deep processing of agricultural products are being implemented with the participation of Kazakhstani and foreign investors." Outlining the problems of the agro - industrial complex, K.- J. Tokayev noted that "decisions on land allocation should be made digitally based on electronic contests."
The geopolitical situation of Kazakhstan obliges us to seriously address transit issues. "The government should ensure the timely implementation of projects such as Bakhty – Ayagoz and Kyzylzhar – Moyinty."
Touching upon the challenges facing the education system, the Head of State emphasized that "the formation of competencies in the field of artificial intelligence should begin at school" and continue at the university. On behalf of K.- J. Tokayeva "the Al - Sana program has been launched, designed to involve up to 100, 000 students in high - tech projects."
In this program speech K.- J. Tokayev dwelled on all the burning problems that our country is experiencing and which require prompt solutions.
